Amergis Data Analyst - MaineCare/HCBS Waiver in Augusta, Maine

Amergis Healthcare Staffing is seeking a Clinical Data Analyst to assess and analyze complex patient care information from abstracted data contained in medical records using specific criteria to determine severity of identified deficiencies; develops reports and provides feedback for process improvement.

MaineCare Home and Community-Based Services (HCBS) Data Analyst

Pay Rate: $31-38 / hour depending on experience.

13 paid holidays per year

Up to 10 days of accrued PTO, based on assignment duration

The Office of MaineCare Services (OMS) within DHHS administers the state’s Medicaid program, which provides health insurance coverage for low-income families, adults and children so they can access the important health care services they need to be healthy and be a part of the community through work, caring for family, going to school, and more.

OMS works collaboratively within DHHS, with other Departments and the Office of the Governor, with MaineCare members, with providers, and with other health care purchasers on statewide healthcare improvement initiatives. OMS is committed to advancing health equity efforts to improve access to care and health outcomes for all low-income Mainers. OMS provides benefit coverage and supports the services that operate in alignment with Department goals, federal mandates and State policy. OMS also provides oversight necessary to ensure accountability and efficient and effective administration.

The Rate Setting unit is located within the OMS Data Analytics team. Rate Setting is currently overseeing the implementation of a comprehensive rate system reform plan and other key DHHS initiatives which will streamline, rationalize, and improve Maine Care's reimbursement system to ensure rates are equitable and sufficient to provide all MaineCare members with access to needed, high value healthcare services. Job Duties:

As a MaineCare HCBS Data Analyst, you will:

· Oversee and provide project management support for rate studies performed either internally or by external vendors, including clear documentation of program decisions and reasoning.

· Provide analytic support for our HCBS waiver programs.

· Participate in meetings and work with program staff from OMS leadership, Policy, Provider Relations, Care Coordination, Change Management, and other units, and from other DHHS Offices to develop and implement rate-setting methodologies and assumptions used to develop and authorize payments to providers for services delivered to MaineCare members.

· Draft decision memos for MaineCare and Department leadership

· Ensure consistent methodologies are applied across different rate studies.

· Coordinate stakeholder engagement.

· Develop presentations for stakeholders and the legislature.

Minimum requirements:

In order to qualify for this position, you must have an eight (8) year combination of education and/or experience that includes a Bachelor’s degree in Data Analytics, Finance, Economics, Business Administration, or a closely related field -AND- two (2) years of experience in data analysis, accounting, project management, business management, and/or financial analysis. Directly related professional experience may be substituted for education on a year-for-year basis.

Preferred experience includes:

· Experience with and knowledge of the Medicaid program and/or other health and human services programs serving low-income or other at-risk populations

· Lived experience with Medicaid and/or other health-related social needs common to and families receiving Medicaid coverage

The background of well-qualified candidates will demonstrate the following competencies:

  1. Problem solving at both micro and macro levels; ability to understand implementation level details as well as higher level strategic issues and the interplay between the two.

  2. Excellent organizational, self-management, planning, and project management skills.

  3. Ability to work independently and juggle multiple tasks and/or projects, including judgment on how to prioritize.

  4. Ability to successfully partner with representatives from different units or organizations with different roles, backgrounds and perspectives to achieve mutual goals.

  5. Ability to research law, regulations, and Medicaid policies to provide sound advice and recommendations to executive managers.

  6. Excellent writing skills / ability to communicate complex information in a concise and understandable manner.
