Bristol Myers Squibb has been in operation in Ireland since 1964, employing over 650 people across a range of activities and business units.

Ireland is home to External manufacturing’s global headquarters, the business unit responsible for the management of manufacturing contract operations (CMO’s) and ensuring reliable supply of product to patients across the Bristol Myers Squibb global network.

This includes management of, and working in conjunction with, third party contract manufacturers and internal manufacturing sites. In Ireland, External Manufacturing has two sites; Global Headquarters based in Dublin 15 and a distribution centre in Shannon, Co Clare.

The Role

Bristol-Myers Squibb External Manufacturing is looking to recruit a permanent Associate Director, Strategic Sourcing and Procurement, API, Global Product Development and Supply . This role will lead Strategic Procurement responsibilities for the strategic sourcing of externally manufactured API, providing End to End strategic sourcing solutions for commercial supply requirements from pre-launch (Late Development/Phase 2b) through the product life cycle. Role responsibilities will include delivery high value multi year sourcing strategies for the global API that supports the business strategies and appropriate for phases of the product lifecycle, from pre-launch through product life cycle. Primary Manufacturing technologies in scope: GMP Intermediates, API, Bridging Technologies and new novel modalities such as CelMOD and ADC Beta teams. The role will also have significant linkage into Oral Solid Dose Drug and Biologics categories.

This role focuses on the development of category strategies that define how purchasing will be done for a given spend category – inclusive of purchasing policies, a supplier relationship management program, and implementation of strategic Business Continuity Management. This role will develop, maintain and implement a 3-5 year strategic category plan that ensures all projects deliver maximum value in line with Global Strategic Value Capture (SVC) targets. This role will assist in development of and adherence to strategic category management processes and procedures, supplier and category segmentation, metrics/KPI development and application, and contract management. This role is expected to ensure close alignment to business priorities and functional objectives.

This role will support the Senior Director, Strategic Sourcing and Procurement, Global Product Supply. The successful candidate will Partner with senior leadership in the Product Development and External Manufacturing Organisations to align sourcing strategy, execute an end to end sourcing roadmap and initiatives and contribute to strong supplier relationship management, including selective strategic partnerships.

Key Duties and Responsibilities:

  • Lead Procurement responsibilities with selected strategic suppliers of externally manufactured API and or associated categories and provide procurement business partnering to Virtual Plant and Virtual Development Operational Teams.

  • Provide hands on leadership, direction and ownership on sourcing projects, supplier negotiations, contract deviations and supplier relationship opportunities and issues.

  • Develop End to End strategic sourcing solutions for commercial supply requirements from pre-launch (Late Development/Phase 2b).

  • Own global category strategy development with Global Product Supply Business Partners to fully utilise the business Supplier Relationship Management program, including segmentation criteria to develop a preferred supplier list for a given category

  • Develop a 3-5 year strategic plan to realize category strategy targets

  • Ensure clear roles and responsibilities between regional / local resources and global category leads to ensure “one-face” to the business with selected strategic suppliers.

  • Lead and / or support major category initiatives within a multi-year plan including end-2-end process optimization, make / buy analysis and recommendations within a spend category and / or within a major business area.

  • Develop and support the execution of Global Business Continuity Management strategies.

  • Develop and manage key category budget owners and functional stakeholders

  • Manage procurement team to best in class sourcing and procurement for selected strategic suppliers. Responsible for annual budgeting and achievement of year to year standard costs, budget variances, Purchase Price Variance and Cost Avoidance towards central Strategic Value Capture Targets.

  • Champion Procurement training programs to better support business needs.

  • Encourage cross-market and cross-functional collaboration to take advantage of synergies through effective business partnering and stakeholder management

  • Support business growth by providing market insights and subject matter expertise to key Business Partners, including Financial Market Intelligence and Supplier Financial analysis.

  • Ensure excellence in delivery of procurement initiatives that maximize corporate, business, and functional priorities and objectives

  • Remain current with market trends through relationships with Sourcing Managers, suppliers and market experts, and ensure compliance to the BMS process of gaining access / familiarity with emerging supplier capabilities to support end to end Category Strategy Development.

  • Coach and develop cross-functional implementation teams to appropriately execute category strategies globally and regionally.

  • Actively support the business Supplier Relationship Management priorities by fostering collaborative relationships with highly strategic global / regional suppliers

  • Identify, build, and maintain mutually beneficial relationships, partnerships, and alliances with select suppliers utilising Supplier Relationship Development programs

  • Develop a list of preferred suppliers within a category of spend and manage compliance

  • Recommend or implement changes to the organization’s purchasing, supply management and material usage policies as needed

  • Measure supplier performance using rating systems or predetermined standards

  • Proven experience in bringing value back to the business from operational continuous improvement projects by monetising the Strategic Value Capture created by the business functions.

  • Ensure highest standards of excellence in category strategies across key capabilities

  • Assist in implementation of ideas that will optimize BMS total cost of ownership for spend categories, and support an emerging future pipeline of Continuous Improvement deliverables

  • Champion effective use of tools and technology to promote efficient delivery of procurement initiatives

Internal/External Stakeholders:

  • Strategic Sourcing and Procurement stakeholder at all levels - Category Leads, Directors, Executive Director and Vice President.

  • Business Partners within Global Product Supply – Commercial and Product Development at all levels.

  • Strategic Sourcing and Procurement Market Intelligence Teams.

  • Business Development and Global Asset Integration Teams.

Qualifications, Knowledge and Skills Required:

• Experience in GMP manufacturing or related field.

• Proven ability to operate and influence at executive levels, both with internal stakeholders as well as external suppliers.

• Expertise in sourcing for API and/or Drug Product/Biologics manufacturing technologies and global sourcing for GMP external manufacturing services.

• Experience building and leading a team.

• Demonstrates a strong ability to identify, analyse and solve problems. Decisive in handling difficult problems. Translates problems into practical solutions.

• Strong Strategic thinker – demonstrated an ability to deliver projects of strategic value.

• Strongly demonstrates the BMS Behaviours.

• Strong influencing and internal negotiations ability.

• 10 years of business experience with minimum 5 years experience in Procurement, Product Development, External Manufacturing Management, and or Drug Product/Biologics functions.

• 5 years in a leadership role within strategic procurement, M&A, Alliances, 3rd partner vendor management preferred.

• Bachelor's degree or higher in Engineering, Life Sciences, Business, Supply Chain, Procurement or relating field required. MBA degree preferred but not required.

• Certified Purchasing Manager (CPM) or APP Certification a plus.

• Certifications in Lean concepts a plus.

• Demonstrated knowledge of procurement processes, contract management, financial analysis, market analysis, supplier analysis, supplier diversity, supplier management, technology utilization, strategic planning and integrated supply chain experience.

• Excellent written and oral English communication skills.

• Ability to travel to other company sites, including US, EMEA & AISAPAC.

• Proven ability to manage multiple projects, set priorities and meet deadlines.
