Tidal Basin is seeking a Deputy Program Manager for a recently launched Wildfire Housing Program Management Office, which assists survivors of the Maui wildfires in securing interim housing.

The Deputy Program Manager position's objective is to oversee Tidal Basin’s contribution to multiple State-led interagency interim and permanent housing projects within the program. This includes managing personnel and subcontractors, setting and meeting program goals, creating and implementing project plans, including meeting goals and objectives, complying with federal, state, and local regulatory requirements, and adhering to all contractual or prescribed stakeholder expectations or requirements.

Duties and Responsibilities:

Provide program management oversight and work effectively as part of a team to provide expert services. Specific duties may include:

  • Provide advisory and consulting services to the client related to the program launch and implementation.

  • Assist with internal program management organization and accountability.

  • Provide program oversight and expert technical assistance on policies, principles, and  standard operating procedures.

  • Manag e project personnel, including project managers, coordinators, and subject matter experts in support of program activities .

  • Devise solutions-oriented strategies that facilitate program growth and  success.

  • Maintain knowledge of applicable State of Hawaii regulations and guidance.

  • Ensure absolute confidentiality of work-related issues and uphold data integrity policies.

  • Ensure that program service and procedure issues are resolved.

  • Establish performance objectives and provide ongoing feedback.

  • Define and develop new processes or make changes to existing processes in response to challenges.

  • Write formal internal and external reports that are clear, concise, and easily understood.

  • Collaborate with other program leaders and executives.

  • Perform other duties as  assigned.

    Required Skills and Competencies:

  • Excellent organizational skills and attention to detail

  • Strong interpersonal,  analytical, and problem-solving skills

  • Demonstrated project management expertise 

  • The ability to manage project budgets and create meaningful projections for strategic decision-making

  • The ability to manage client expectations, subcontractor relationships, and overall contracts with clients to ensure project success

  • The ability to communicate effectively—both verbally and in  writing

  • Excellent time management skills with a proven ability to meet deadlines

  • The ability to work independently and proactively identify key steps to complete requested client outcomes

  • Excellent client relations and an understanding of local, state, and federal government structures

  • Experience working with  state and/or federal housing programs

    Required Education and Experience:

  • Associate or bachelor’s degree in a relevant field; and

  • 6+ years of experience in project management, program management , grant-funded or government programs, or related fields

  • Experience managing a team  of various professionals

  • Experience with State of Hawaii or federal housing programs (preferred)

    Job Location: On-site – Honolulu
