The Senior Leader, International Trade Compliance, is responsible for supporting GE HealthCare’s global export and sanctions compliance programs. As a Senior ITC Leader, you will advise GE HealthCare’s China operations on all aspects of trade compliance. You will coordinate closely with regional business partners and with other global ITC team members to ensure that trade compliance policies, procedures and training that conform to the enterprise standard are implemented and followed . You will represent ITC on cross-functional teams and will ensure coordination on trade compliance matters across the regions and product modalities.

Job Description

Roles and Responsibilities:

· The international trade compliance team counsels GE HealthCare on global export control and sanctions requirements, provides support for governmental export license applications, and provides compliance advice and oversight for international trade activities on a global basis.

· Provide ongoing support, guidance and expert solution on ITC risks for process setup, third party DD review, ITC contract terms review and other procedures to the operational teams to ensure compliance with China, US, EU and global export/re-export controls and sanctions.

· Build up ITC culture in region so as to make sure all employees, dealers, vendors, partners and other parties have sufficient awareness to follow ITC requirements.

· Create, develop, and deploy tailor made ITC training and communication to various seniority levels, various functions/roles and partners based on their respective responsibilities under the relevant ITC controls/requirements in the process and procedures.

· Work closely with global ITC team members, local legal and compliance team and various business functions to develop, document and implement export compliance policies and procedures

· Provide strategic advice on and assist in preparation of export license applications for submission to the U.S. Department of Commerce (BIS) and the U.S. Department of the Treasury (OFAC) and work with the business teams to optimize licensing solutions; assist in license administration and work closely with operational teams to coordinate exports against licenses.

· Works directly and proactively to provide expert export control compliance support, best practices and strategies for managing ITC risk to regional senior leadership, and possesses the stature, knowledge, demeanor, judgment and maturity to act as a trusted advisor to senior business leaders in areas of ITC compliance.

· Proactively identify and communicate impacts of changing trade compliance regulations and policies to local leadership and operations with the capability of designing proper change, optimization or initiative on local procedures/controls so as to efficiently and practically implement the changed ITC policies.

· Collaborate with and advise business functions on trade compliance issues related to various manufacturing, supply chain and service projects.

· Provide oversight of ITC risk and mitigation activities for the region through collaboration with regional business leaders and functional leaders. Early detect and identify areas of ITC risk, workout the root cause of risks, design and propose the mitigation plan and ensure that any necessary corrective actions are implemented.

Qualifications:

· Bachelor's degree from an accredited university or college.

· Minimum of 6 years of experience in International Trade Compliance or related experience for a multinational company, preferably in medical device manufacturing.

· Strong English oral and written communication skills are required.

Desired Characteristics:

· Demonstrated expertise in local China and U.S. export/re-export controls and sanctions laws and regulations.

· Prior experience with sanctions and/or export control licensing submissions to U.S. Department of Commerce, Bureau of Industry & Security (BIS).

· Good working knowledge of EU export controls and sanctions programs.

· Prior experience managing compliance within an automated trade system (Oracle GTM preferred).

· Effective problem identification and solution skills.

· Collaborative attitude, strong interpersonal and leadership skills.

Ability to coordinate multiple projects and priorities simultaneously.
