Description of Job

We are looking for a strategic and collaborative Senior Director of Services Delivery & Support to provide strategic direction, organizational people leadership, and tactical execution of the development, delivery, and support of the Enterprise Applications organization, which is responsible for the applications utilized across all State of Colorado Executive Branch agencies. You will deliver a great business partnership experience with the agencies and internal customers while driving the transformation activities towards the goals of OIT. A critical area of focus for this role is to identify, modify and execute practices to provide efficient operations to deliver the highest business value through effective management of IT resources (people, finances, services) and collaborate closely with other OIT service areas to integrate highly valued IT services and solutions.

This leader will be customer-oriented, work with a high sense of urgency, and a focus on quality, value, and timely delivery. You will direct the technical execution of multiple, concurrent solutions while adhering to software development lifecycle standards and creating a great employee experience. You will provide expertise in the form of organizational and people leadership, technical advisory services, design and development including resource management, appropriate documentation, code reviews, release management, security and accessibility compliance with our standards, and technical support for platform-based solutions.

Some of the unique opportunities this role presents include the following:

Building relationships and credibility within OIT and supporting agencies by demonstrating outcome-focused consultative skills that align with operational vision and technology goals.

Serving on the CTO’s senior leadership team to establish enterprise strategic direction and policies; identify areas of opportunity for improved productivity and efficiencies by maintaining a high level of technical and management knowledge.

Providing senior executive-level expertise and technical guidance to major, large-scale innovation programs and projects.

Assisting the CTO and senior leadership team with research, selection, vendor negotiation, and implementation for new systems and applications, both hardware, software, and data as appropriate.

Developing and executing outcome-focused evaluations of in-flight projects to ensure successful completion.

Collaborating across cross-functional organizations to identify opportunities to leverage common strategies, workstreams, and solutions as well as extend the adoption of statewide standards.

Partnering with appropriate finance and budget teams to direct allocations, understand organizational financial health, and respond to budgetary requests and challenges as delegated.

Actively engage in improving leadership skills, attitudes, and knowledge, especially as related to equity, diversity and inclusion. Attend training, development and group training on topics of inclusive leadership.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or

education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications:

A minimum of ten (10) years minimum of overall application development experience with in-depth experience in the project development life cycle from design to implementation.

A minimum of seven (7) years of experience managing and developing people on technical teams.

Prior experience delivering Service Oriented Architectures.

Prior experience managing in house, cloud, and vendor managed application portfolios.

Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

Preferred Qualifications:

Prior experience with large scale service delivery management.

Prior experience with executive level stakeholder management.

Conditions of Employment:

OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.

Supplemental Information

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
