Summary This vacancy is for a It Specialist (Applications Software) position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. Responsibilities Analyze/perform work necessary to plan, design, develop, acquire, document, test, implement, integrate, maintain, or modify systems to solve problems or accomplishing work processes by using computers. Coordinate development of IT standards, guidelines, or policy. Formulate projects or studies such as those to substantially alter major systems. Plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations. Requirements Conditions of Employment Qualifications This position may be filled as a competitive temporary promotion opportunity not to exceed (NTE) 3 years by a current career or career-conditional Department of Commerce employee. This temporary promotion may be extended, terminated earlier, or made permanent at management's discretion. At the conclusion of the temporary promotion, the employee will return to their position of record. Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: performing applications system design, program development, and computer equipment analysis; Utilizing legacy system code in order to continue updating existing applications; Planning advanced systems projects to resolve critical problems in existing systems; Coordinating the development of IT standards, guidelines, and/or policies; Performing supervisory duties; Leading and mentoring a team of developers; Working with customers to establish requirements and communicating these to a development team; Advising leadership on new developments and advanced technology; and utilizing modern program language and interactive applications to ensure software projects meet standard requirements. In addition to the above specialized experience, your resume must demonstrate one year of Information Technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
