Position Summary :

We are a growing consulting firm looking for a dynamic business development executive, boasting a proven track record of spearheading and successfully closing large opportunities. Your role will be pivotal, providing leadership and strategic guidance to propel the expansion and advancement of our Department of Health and Human Services (HHS) and Federal Civilian market portfolios.

To excel in this position, you will need a robust grasp of federal market development methodologies, including thorough market research, capability evaluation, competitive analysis, strategic go-to-market planning, and business strategizing. Additionally, a deep understanding of HHS and Federal Government procurement programs is essential.

Reporting directly to the Chief Revenue Officer (CRO), your responsibilities will encompass identifying and qualifying prospective leads, spearheading major strategic pursuits, developing innovative solutions, fostering collaborative relationships, and crafting responses to customer solicitations for new ventures. Moreover, you will play a pivotal role in initiating and nurturing customer engagements, cultivating strong client relationships, and driving value proposition and solution development initiatives.

Furthermore, you will be tasked with familiarizing yourself with existing programs and devising strategies to integrate them seamlessly to enhance efficiency, effectiveness, and the overall quality of our offerings. As the lead of this market development endeavor, you will have regular interactions with senior management and client representatives. While this position offers virtual work-from-home flexibility, it's expected that most client interactions will take place in the Washington DC area. Travel may be required, up to 50%, to meet with key customers or partners as needed.

Job Duties and Responsibilities:

  • Develop and enhance relationships with small businesses and other prospective teaming partners.

  • Assist in strategic plan development for HHS, and responsible for executing the strategic plan.

  • Representing Tidal Basin Federal through outreach efforts, including engagements with professional societies and organizations linked to the US government.

  • Managing client relationships to foster opportunities and ensure successful delivery.

  • Assist with the developing organizing, and executing significant capture activities, including building industry and TBF internal teams, assess win probability, develop win plans/strategies, address gap analysis, etc. to respond to and win business with new and existing customers.

  • Secure and align resource needs and leverage resources assigned, collaborating with subject and technical matter experts, functional leads, and other corporate partners to secure wins.

  • Manage, maintain, and cultivate relationships with existing contracts, fostering growth, and ensuring continued satisfaction

    Skills and Competencies:

  • Strong business development skills and established relationships with HHS

  • Understanding of HHS organizational structures.

  • Deep understanding of Federal procurement

  • Entrepreneurial mindset with a grasp of the business development challenges within the federal consulting-services provision.

  • Leadership prowess demonstrated through team management and internal networking.

  • Proficiency in key pursuits, including strategy development, pricing, and team management.

  • Working knowledge of disaster preparedness, response, recovery, and mitigation grant programs, not required but preferred

  • Displayed capacity to excel in ambitious, fast-paced environments, effectively managing competing priorities and driving initiatives to fruition independently.

  • Experience with GovWin, GSA, SAM, APFS and other government research and procurement tools is preferred.

  • Superior proficiency with Microsoft Office Professional Suite (e.g., Word, PowerPoint, Excel, etc.).

    Required Education and Experience:

  • Degree: Bachelor’s degree in business, engineering, emergency management, or public administration preferred. Alternatively, an equivalent combination of education and experience will be considered.

  • Years of Experience : Minimum of ten (10) years of experience preferred, seven (7) years of experience required with Federal clients with a focus on HHS. The ideal candidate will have experience with emergency management, management consulting, and other advisory services, across a broad range of project types and sizes with HHS.

  • Candidate must have a proven record of winning new business of significant size ($>50M - 100M +) with HHS.
