Summary This position is responsible for developing and supporting Bonneville Power Administration (BPA) wide information technology (IT) systems and provide IT governance, planning, and ensuring adherence to standards for BPA's general business activities and IT systems supporting electric grid operations including SCADA systems; transmission, maintenance, operations, power marketing, and physical security technologies; and enterprise architecture for IT and operation technology (OT). Responsibilities As the Executive Vice President Information Technology and Chief Information Officer (EVP & CIO) you will: Provides executive leadership for a complex information technology system, cyber security, IT development, and support that develops and delivers an IT strategy ensuring achievement of BPA's mission, strategic objectives, and long-term viability while integrating regulatory, business and public responsibility goals. Senior advisor and consultant to BPA's Administrator regarding IT and cybersecurity programs, which have broad regional and national impact. Drives BPA-wide business process change and continuous improvement through post implementation support services and fostering collaboration among business units. Maintains relationships with the DOE officials; officials of other Federal agencies; officials of state and local governments; privately and publicly owned utilities; professional groups; research and development organizations; Indian Tribes; and members of the Northwest Congressional delegation and committees and others on matters related to BPA's commercial and public obligations. Maintains advanced knowledge of dynamic and rapidly evolving industry trends to determine how BPA's strategic initiatives incorporate new and evolving requirements. Must keep abreast of, and influence, regional, national, and international trends in electric utility industry strategic initiatives to understand broad, significant trends for their impact on BPA and of BPA's impact in the industry. Provides executive direction in the development and issuance of IT policies that promote best business practices, ensures compliance, and manages the aggressive integration of all BPA IT and cybersecurity policies. The incumbent leads the collaboration of electric grid operations with the IT programs with the goal of improved compliance (with USG and Industry specific regulations, NIST standards, DOE cybersecurity orders, USG mandates, Executive Orders, Binding Operational Directives, and OMB Memorandums) and increased operational efficiencies. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless you are already a member of the SES with career status or have successfully completed an SES Candidate Development Program certified by OPM, your executive qualifications must be approved by OPM before your appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission. CITIZENSHIP: You must be a U.S. Citizen or National. HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): Your appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity. PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978. PROBATIONARY PERIOD: Your initial SES career appointment becomes final only after you successfully complete a one-year probationary period. SECURITY CLEARANCE: You must be able to obtain and maintain a DOE Q-level security clearance. DRUG TESTING: As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. Qualifications BASIC REQUIREMENT: Individuals must have IT-related experience demonstrating proficiency in each of the four competencies listed below. ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (such as emerging market trends, shifting compliance/regulatory requirements) MTQ 3: Demonstrated knowledge and experience overseeing information systems security operations for enterprise-wide Information Technology (IT) and Operational Technology (OT) programs and systems.
